This information applies to NLES v4.6.0 servers that are running Update 5.

Update 5 included a change that allows the maximum number of ResponseHandler threads to be configured in the registry. The default of 50 threads will perform well for most installations. However, for a large installation, it may be necessary to increase the number of threads. This can be accomplished by editing the registry key:
