Device does not wipe when Failed Unlock Attempts trigger a wipe

When failed unlock attempts trigger a wipe, the device looks as if it is wiping, but continuously displays the carrier logo for several hours without results.  When powered off and on again, the device has not been wiped.

Remote wipe commands sent to the device, however, are successful.  B9410

This is an issue with the device and has been observed on the Vodafone HTC Desire C.
