Device allows simple password when policies are set to require a more complex password

The device allows a simple password (ex: 123456 or 111aaa) even when policy rules are configured to require a more complex password. Some of the policy rules that are ignored are:

Allow Simple Password - set to NO
Require Minimum Password Length - set to YES
Minimum Password Length - defined
Require Alphanumeric Password - set to YES

This is an issue with the device and has been observed on:

-HTC Explorer and One V
