Policies enabled on Galaxy Nexus from the server cannot be changed or disabled from the server

This issue involves the Galaxy Nexus enrolled with the NotifyMDM server using:
-the native ActiveSync agent or
-the native ActiveSync agent along with the NotifyMDM for Android app

In these scenarios, policies enabled on the NotifyMDM server are enforced on the device as expected, however, changing or disabling the policies on the server do not affect a change on the device.

This does not occur when the device is enrolled with the server using:
-the NotifyMDM for Android app or
-the NotifyMDM for Android app along with a TouchDown account
