When Inactivity Timeout requirement is lifted, device does not allow screen lock to be turned off

When the Inactivity Timeout and Require Password requirements are lifted, the device continues to lock and prompt for a password.  On the device, under Security > Settings> Change screen lock, there is no option to turn the screen lock off.  B5891

This is an issue with the device and has been observed on:

-HTC Vivid
-Pantech Element and Flex
