Maximum Inactivity Timeout is not enforced on the device

A Maximum Inactivity Timeout set on the server is not enforced on the device. The user may set the inactivity timeout to a value greater than what is specified on the server. B6700/5904

This is an issue with the device and has been observed on the:

-LG Optimus 3D
-Fujitsu F-12C Globetrotter
-Motorola Droid RAZR M
-Verizon Ellipsis 7
