Device does not support "Wipe on Failed Unlock Attempts"

When "Wipe on Failed Unlock Attempts" in enabled on the server, the device does not display messages telling the user how many attempts to unlock the device have been made or how many are left before a wipe occurs.  In addition, the user is able to continue making unlock attempts and the device never wipes.  B3655

This is an issue with the device and has been observed on:

-Huawei 858 Smart and Ascend P1
-Samsung Galaxy Tab and Galaxy Tab 10.1
