Device only accepts numeric passwords at registration and ignores Simple Password rule

When a password is required and Allow Simple Password is disabled, the device requires a numeric password at registration and does allow the entry of a simple password. 

The user may later change the password to one that includes alphabetic characters through the device security settings.  However, the device still ignores the rule disallowing simple passwords.  B6062

This is a device issue has been observed on the Sprint Motorola Photon 4G and the Verizon Motorola Droid Bionic.
