When in manual push mode, PIM does not sync when using the mail application's Sync option

If the device is in manual push mode, PIM items do not synchronize when using the Sync option (Email Refresh) in the mail application.  However, PIM items will manually sync if you use the Sync now button found under Settings > Accounts & Sync > (your account).   B5183/5934

This is an issue with the device and has been observed on the:

-Samsung Galaxy Ace 3, Galaxy Grand, Galaxy Note II, Galaxy S II Epic 4G Touch, Galaxy S II LTE, Galaxy S III mini, Galaxy S6 Edge, Galaxy Victory, Infuse 4G, and Stratosphere
-LG G Flex 2, Intuition, Nexus 5, and Spectrum
-Motorola Droid RAZR HD, Droid RAZR M and Photon Q

-Huawei 858 Smart
-HTC Desire X, One S, and Vivid
-Sony Xperia SP, Xperia Z3 Compact
-Sharp Aquos Crystal

This has also been observed on the Motorola Droid 3 and Droid Bionic, but only with contact items, as calendar events seem to synchronize correctly in the manual push mode.
