Minimum number of complex characters in a password is not enforced

The minimum number of complex characters set on the server is not enforced for the device.  Users are able to create a password with fewer complex characters than specified.  B1235

On EVO 3D, complex characters are not enforced when Allow Simple Password is enabled.  In this case, the user may enter an all numeric PIN for a password. 

This is an issue with the device and has been observed on:

-Motorola Droid, Droid Mini, Droid RAZR M, Droid Ultra, and Photon Q 
-HTC Desire X, Droid DNA, First, Wildfire S, One X+, and EVO 3D
-Pantech Breakout
-Huawei 858 Smart
-LG G2, Optimus G Pro, Spectrum
-Fujitsu F-12C Globetrotter
-Kyocera Rise
-Samsung Galaxy Ace 3, Galaxy Mega, Galaxy S4, Galaxy S4 Active, Galaxy S4 Mini, Galaxy S6 Edge
