Device does not count failed unlock attempts

When Wipe on Failed Unlock Attempts is enabled, the password attempts counter does not display on the device, however, the device will wipe after the correct number of failed attempts.  B1282

This is an issue with the device and has been observed on:

-LG G2
-Samsung Galaxy Tab 10.1, Galaxy S II LTE, Galaxy S II Epic 4G Touch, and Nexus 10
-Pantech Breakout
-Fujitsu F-12C Globetrotter
-Motorola Droid Turbo
