Registering a device without certain security features enabled causes issues enabling them later

If a user registers a device when the “Require Password” option is disabled, the device does not prompt the user to allow ActiveSync policies.  If the user tries to enable the require password later, an error message appears saying the device needs to change its security.  The user cannot create a password and the error keeps occurring. 

If a user registers a device when the “Require Password” option is enabled, the device does prompt the user to allow ActiveSync policies.  However, password policies cannot be removed from the device even when password requirements are lifted.

The user can resolve either of these issues by removing and re-registering the ActiveSync account.

This issue has been observed on the HTC ChaCha, Wildfire S, Status, and Desire S.  B5858/5973
