NotifyLink Enterprise Server:

On the Administrative Web home page, the "Notify All" option is disabled (grayed out) if there are no users or all users are disabled on the server.  However, a user may still access the feature by clicking on the link in the Admin Web tree in the left frame of the page.

Administrators should be aware that a disabled "Notify All" icon means that there are no enabled users on the server and should not use the feature even though it is accessible via the tree link.
