Changing regional settings results in PIM processing halting for a period of time

Information: If you change the regional settings on the NLES messaging box, PIM will not process for a period of time until the current time exceeds the last processed times stored in the database. i.e. Changing from German regional settings to United Kingdom would result in PIM not processing for a few hours because the time would have been changed to a few hours in the past.
