Russian and Chinese characters in PIM items do not synchronize correctly

First Class:

Chinese or Russian characters in a PIM item, originating on the FirstClass server, do not synchronize to the device in the expected UTF-8 format.

Russian characters sync as Quoted-Printable character =1A
Chinese characters sync as &#SomeNumber;, such as 阿萨
