Enforced password lock remains on the device after user account has been deleted

Windows Mobile ActiveSync:

When security rules have been enforced for ActiveSync devices from the NotifyLink Enterprise Server (NLES), the lock password cannot be disabled on the device. 
If the user account is removed from the device while this policy is still in place, the lock remains enabled and cannot be disabled.

Solution:
Re-register the device with the user account.
From the NLES server, disable the enforced password policy for that user account.
Disable the password lock on the device and delete the user account again.
