If a DEP profile is configured to skip the Terms and Conditions during setup, users may still be prompted to accept Terms and Conditions associated with the Apple ID. Both the “Terms and Conditions” and “Apple ID” options  would have be skipped to eliminate all Terms and Conditions prompts during setup.
