Inactivity timeout does not update on device if it is the only security setting changed

If the Inactivity timeout requirement is the only policy setting that is changed on the server, it does not update on the device.  The Password Length, Require Alphanumeric Password, or  Require Password must also change in order for Inactivity Timeout requirement to update. B973/1251

This is a device issue and has been observed on:

-Samsung Galaxy Tab 10.1 and Galaxy Nexus
-LG Optimus 3D
-Motorola Droid RAZR M and Photon Q
-Fujitsu F-12C Globetrotter
-Amazon Kindle Fire HD
