This issue occurs when an (APNs) Enterprise Developers certificate has been applied to the NotifyMDM organization.

Short device connection schedule intervals (1 minute), can prevent some iOS MDM API commands from being sent to the device. To prevent this from happening, it is recommended that device connection schedule intervals for iOS MDM API users be greater than 1 minute.
