This issue occurs when an (APNs) Enterprise Developers certificate has been applied to the NotifyMDM organization.

Changing the organization name causes several commands to fail for iOS MDM API users.   Since profiles are identified based on the organization name the following issues occur:

1. The InstallProfile command fails resulting in policy changes not synchronizing.  The failure is due to its attempt to install a new profile (instead of overwriting) with data that may only be put on a device once.
2. Selective Wipe fails because it attempts to remove a profile that does not exist (due to the name change).

A work around for this issue is to uninstall both MDM profiles and register the device to the NotifyMDM server.
