iOS devices ask for a minimum password length when a minimum is not required

If "Require Minimum Password Length" is disabled on the NotifyMDM server, iOS devices still ask for a minimum password length.

The actual behavior is different depending on the iOS version.

For iOS 4.0
The device displays a note that says the password must be a minimum of 4 characters, but it will actually allow you to create a password of any length.

For iOS 4.1
The device displays a note that says the password must be a minimum of 4 characters and enforces this minimum.
